Brazil is particularly nasty. It has a non-extradition treaty with the U.S. If a Brazilian national commits murder in the U.S., and escapes back to Brazil, that country will not allow extradition of the suspect for trial. And Brazil actually gets money from the U.S. If you’ve ever experienced the arrogance of Brazilian nationals once they are here, that is one of the reasons why they are so disrespectful of U.S. law, and think they are better than you.

There are other nations which will not extradite a citizen to face a death penalty case in other countries.
