Yep. Were he not up for reelection he would not have any support for a Biden impeachment inquiry.
I am in agreement with the inquiry, and then with all the evidence at hand and made very public, decline to execute the actual imperachment proceeding, because there is no way its getting passed in the Senate, and it will hurt Biden no more than did the impeachment process against Clinton. That failure will be the Dims ticket for claiming it was all just a stunt - regardless of the truth and the evidence made public by the inquiry. The public listens to the media and the media is going to support Biden.
