Thieves are arriving at night aboard small watercraft and using bolt cutters and other break-in tools to gain access to unoccupied boats. Several sailboats have been stolen, as well as small watercraft, dinghies, tools, and outboard motors.

Well the governor, mayor, police and city council have better things to do - like trying to force everyone into EVs, prohibiting parents from exempting their children from school lessons referencing topics such as “gender identity” and “sexual orientation,” and imposing widespread Covid lockdowns (including arresting people swimming in the ocean).
I think there may be interesting laws that come into play for piracy.

Until they do, once the Revolution is complete. Oh believe crime will go away then. Of course all crime except for the crimes committed by the government.
When this happened during the California Gold Rush Era (big crime surge, government did nothing):

You can be sure now that if vigilante groups formed to protect people and their property, the SF police wouldn’t hesitate to arrest and heavily prosecute them.

In some cases, the police are the worst gang and should be driven out first. I include district attorneys and other criminal elements.

I think piracy laws only come into effect in international waters.
Back to the days of Barbary Coast.
But when you’re desperate to meet hiring quotas, you take what you can get.
And yes, our military is pretty much there now, as well.

Beginning to think A Clockwork Orange was a documentary.
Perhaps some entrepreneur will create some ‘bait’ boats. Boats that look expensive, and have preset scuttle chambers that open a few minutes after being moved. Even better, have a live Facebook or YouTube stream as they join Davey Jones.
The police know that the criminals won’t be punished so why should they arrest them
