Something about the term ‘neocons’ triggers the Biden Supporters. But it is the best term to use as it transcends both parties and PERFECTLY describes the bunch that gave us this war. Plus, it is listed in Wikipedia, complete with a picture of Victor Nuland (architect of the Ukraine War) as an example.

Ukrainians are not losing. They have pushed the Russian military back to a defensive position. Putin probably hopes that they can hang on so he can salvage something from his idiotic war.
