Baloney. The pilot had already been severely reprimanded and removed from duty flying the Presidential plane because he diverted to a safe airport due to weather rather than the intended airport. The President was bitter at being forced to drive over an hour.
This was that AF pilot’s first flight after being returned to duty. The plane before them reported conditions below minimums. The Polish AFG plane ignored it.

And the theory that this was an assassination is retarded. At that time, they were trying to have trade and good relations. Putin was the first Russian leader ever to admit that it was the USSR that did it and he released a signed order from Stalin. Immediately after the crash, he had Russian public TV show the POLISH film “Katyn” nationwide and had a panel of historians discuss it afterwards.
He then addressed the Polish nation and offered condolences.

So ... Putin builds a Katyn monument. He invites the Poles to Russia for the monument dedication to the murdered Poles. He releases Stalin’s letter ordering the murders. He has a stinging Polish movie on the topic shown nationwide. And all of that was so he could lure the Poles in .... and murder the entire upper level of the Polish government?
