illegally imported beverage containers

So that's a thing?

We don't have it where we are (PA), but in the northeast (NY, MA, don't know who else), recycleables have a special mark embossed on them to identify them as having been sold in, and being recyclable IN THAT AREA. The key to the whole thing is, like in the olden days of glass bottles, you get your deposit back, so that's why it's a money maker for people collecting them and taking them back.

Another cost of business for multi-state bottling companies, keeping track of each state's requirements.

IF the state involved DOES NOT provide recycling places, then Consumers are being ripped off.

Ask any long haul trucker about that, you’ll get an ear full.
