The progressives have been busy on both sides of the Atlantic since the late 1800’s. What they did to the church trickled into the rest of culture/society and government.
Europe(less the former east block countries) was on the slide to hell long before Americas. Germany and England have had cross dressers and queers for a very long time and not everything is America’s fault.

No. The GAE has a marginal effect, but decadent Europe has to take responsibility for their own decline.
