Doesn't anyone listen to lyrics anymore?
In the first verse, Aldean masterfully conjures the spector of recent riots - police officers assaulted, old ladies robbed and flags burned. He ends the verse by rhetorically asking the listener to try that behavior in a small town and see what the result would be. He quickly recommends you don't try that, because if you do you won't make it far down the road. While Aldean isn't specific about why the criminal wouldn't make it far down the road, the listener may have some thoughts.
In the next verse, Aldean contemplates the quite likely scenario that the government might try to confiscate precious family heirlooms under the guise of 2A restrictions. He points out that stuff might fly in the city, but try that in a small town (but he doesn't recommend that) and you won't get far.
No where is race mentioned. There is a clear contrast drawn between places like Portland where police were assaulted daily, property and the Flag burned, and the elderly were terrorized. His point is that those types shouldn't come to small towns. Also, grabbing guns in small towns would be a problem. That's all. It's really a song about community and looking out for your brother.
