The USSR was involved in the timing of the Iranian “student uprising” in order to provide cover for their invasion of Afghanistan. Moscow correctly predicted that Carter would become completely preoccupied with Iran and so would not have the division of attention to interfere with their annexation of Afghanistan.
He even had given the USSR a Ford truck plant with the proviso that all trucks be painted red, believing that that would make them unsuitable for military use. The Russians simply set up an auto body repair shop on their side of the border with Afghanistan and the invasion forces rode in in freshly repainted olive drab Ford trucks.
Carter also was responsible in part for the US intelligence community being blindsided by the embassy siege in Tehran because he had decimated the US’s entire human intelligence community with his Executive Order 12036. Taking a page from former Secretary of State Henry L. Stimson’s playbook, he believed that human spying was a base and reprehensible activity. As Stimson put it, “Gentlemen don’t read each other’s mail.”
Thanks to EO 12036, HUMINT in Iran was reduced to a shadow of what it previously had been, leaving the US’s intel assets spread too thin to catch wind of the “student revolution.”
One of Boss Ray-Guns first acts as POTUS was to sign Executive Order 12333, which countermanded most of Carter’s EO 12036, particularly the restrictions it placed on HUMINT.
I just remember when the Shah was celebrating something like 2500 years of Iranian monarchy, and my dad pointed out that the Shah’s father had seized power only about 50 years before.
