This guy is under a lot of stress.

I think he means well. Problem is that he's incompetent. Kind of like Jimmy Carter.
Best case scenario for a 'rat Mayor in a large city is to have somebody corrupt like Bill Clinton. At least, the corruption is accessible for everybody.
