It’s an old Democrat tradition. The first Democrat President, Andrew Jackson, disliked a ruling by the Supreme Court and said, “John Marshall has made his decision. Now let him enforce it.”
Since all the physical means of enforcement are in the executive branch, they can do whatever they want.
