ELCA was itself created by a merger of other Lutheran denominations.

It’s hard to keep up with the theology and political leanings. ELCA trends liberal, but somebody told me they thought ELCA was conservative because of the title Evangelical. The person I was talking to, thought the word Evangelical suggests a conservative or Bible believing Church.
