They were dumb, with a mix of hubris and incompetence. And blame Joe Biden most all of all. The majority of people in the US Treasury (and the Federal Reserve) opposed sanctions on Russia - they saw all the problems it would cause for the US dollar - but Janet Yellen told them to shut up.
