Back around Y2K I was TDY in Minneapolis for a year. Big issue then over whether to extend light rail out to the Mall of America. The Mall then was clean, safe, and family-friendly. (”Minnesota Nice” was a real thing back then.) It was such a tourist attraction that they had a dedicated lot with hookups for motorhomes.
Well years passed, and they went and did it. As predicted, the Mall immediately became a destination for urban low-lifes. No longer family-friendly, especially evenings and weekends. There’s even been at least one gang murder out there. I doubt not that tourist trade has fallen off.
