If this asinine policy stays in place, there is going to be an enormous amount of resentment the Normals will have against the Trans. Enormous!
This is setting those Trans up to be either bullied, treated with open disdain or simply ignored as much as possible by Normals who dont want to get in trouble. This will split any military organization in half, with each side hoping the other side fails.
