Supposing the regime just decides to not obey the order while saying they are abiding by it? What penalty is there?

States can use the court rulings to arrest federal bureaucrats as terrorists under their anti-klan laws. Penalties include fines, imprisonment and death.

Facebook and G**gle can be civilly sued for cooperating with an illegal order, for each violation. This opens up discovery, which the antisocial media don’t want.

CIA and FBI both have agents embedded in newspapers, television, and antisocial media, so I expect it will be handled by th Biden maladministration telling their secret and not so secret agents what to censor, without paperwork and electronic communication to document the control.
