So? I don’t ever remember a boy wearing shorts to school. 1952-1964. No AC back then either! We survived just fine and loved looking at the girls in dresses.
I remember teen girls going to school with below the knee skirts held by a belt. Once at the school, they would go into the restroom and pull up the skirt above the knee, then folding the top down inside the belt.
I remember a few girls back in 1963-64 that still get my heart rate up after seeing them! Alas, they were under 16 and knew what they were doing to the boys!
The next directive coming from this school will be:
“We are removing all the urinals in the Boys’ restrooms. Male students are forbidden to stand when they pee.”

While I agree that the school is an illogical bureaucracy, I do recall going to a non air conditioned High School in Florida in the mid-60s. It was miserable. But realistically shorts wouldn’t have been a bit better than jeans. Not in terms of temperature comfort.
If I were a boy back then, I would have worn a small skirt and no underwear so my b@lls hung down.

Nothing new about skorts. My wife has worn them for years.

Maybe if he had just wore a pair that were 2-3 sizes too big and sagged them under his ass, that would have passed muster.
