Item #5 (I think) is misworded. “Engender” means “to cause or give rise to (a feeling, situation, or condition)”. “Cause or give rise to the military stength to weaken it” doesn’t make sense.

That is the traditional definition, but it's also been used like this:

Here we use engender to mean making sense of something with respect to gender issues, thus looking through a gender lens at ....

I suspect what he means is introducing all kinds of gender issues into the military.

I don't think he's working from actual documents. It's more that he's telling people what Facebook doesn't want people to hear.
