Russia does not have air superiority or supremacy. Their planes risk being shot down by all manner of MANPADS and other anti-air defenses

They have more planes but that does not equal air superiority. Using them risks losing them - one estimate is up to 80% loss of Russia’s total air assets in the first week.

That would be even greater is Ukraine gets a third Patriot battery - right now they cannot afford to lose any more SU-35 fighters because they cannot get the Western parts for the avionics.
