My guesses are:
The legislation will pass the Senate easily.
Republicans and Democrats in the House may not go along sufficiently for passage.
If passed by Congress, Biden will sign the deal he negotiated.

From the second paragraph, the US Treasury may be on the hook for around $1 trillion.
