Trying to foster a certain mentality (complete passivity, learned helplessness, total resignation) among the "herd."

And when the Secret Police come beating down your door at 4 a.m.?

"How can I help you?" ain't gonna work!

That is true, but AOC is correct in this specific statement. Anyone who rides the subway in NYC knows it is full of crazy people who rant and verbally harass others, often moving from car to car to do so.

The standard approach is for the sane riders to indeed stare at their own shoes and wait for the crazy, or at least the crazy’s mood, to pass.
