Not a safe environment for kids considering the drug rape networks around those places.
10 y.o's working at McDonalds? Really? the parents should be prosecuted. OTOH.. Ill bet we are only getting half the story, like mom or dad were working there too and couldn't afford a sitter. if so, they weren't hurting the kids.

Did they say anything about immigration status? Probably not part of this but border crossers are afraid of being deported and might clam up if they knew of child labor violations or anything else at work.
Guy I knew at work was from Mexico as a boy in the 80s. Totally legal citizen later. His whole family had to produce a certain number of “flats” of berries and other produce in Michigan while legally migrant temporary laborers. He as a 9-11 year old (along with his sisters) helped the family with the stoop labor every day or they wouldn’t reach the quota. He told me “those flats were big and had to be filled.” Family never took welfare.
You can have kids working at younger ages if you get exemptions/permissions. I started working young, my folks got paperwork set up so that I could work earlier than what was considered normal.

When I was ten years old I would have given anything to work for as many hours I could. Obviously, I didn’t want to work in a coal mine or didn’t want to lose my hand in a textile mill but I didn’t know anything about OSHA at the time.
