The US has been telling the Chinese to cease agitating within the South China Sea, so read various newspaper articles that essentially boil down to this; we all want China to cease agitating.
The Chinese would undoubtedly reply that this is their “back yard.”
Undoubtedly their next step would be to say would the US like it if the MD was ignored by China and they held drills off the coast of Florida or California, however far out, given that much American foreign policy has been built on top of it.
Undoubtedly the US wouldn’t and no American should want China holding drills at sea in either of those locations.
So... back to what I originally said as a possible solution.

Chinese activity in Indian Ocean has nothing to do with whether or not US had or still has a Monroe Doctrine, so there is no "possible solution" in your screeching about the US this and the US that. And your comparison to Chinese naval presence in the Indian Ocean with South America is flawed because there is no risk of India becoming a colony of US, partly but not only because the eras are different as well. That you think being in the "backyard" is the only concern reveals a good portion of your misunderstanding.
This matter between China and India would be going on if USA didn't even exist, so your redirection is in vain as well as reflecting flawed perceptions.
