I am of the opinion that voter rolls should be “closed” after the Presidential innauguration.
From there, use distributed leader technology (block chain) to record all changes to the voter roll.
Start with a clean roll
Add the Secretary of State
Add the county officials that maintain the voter roll
Add voters as they are re-registered.
Add the party workers
You can send notifications of the need to re-register based on the old voter rolls if the person has voted in one of the last three elections.
Each voter that gets added must have a voter registration card with signature, current address, etc.
All deaths will be reported to the county clerk who has the responsibility to remove the voter.
Change of address cards to the post office must also be reported to the county clerk.
Changes to the voter roll can only be executed by approved individuals that provide their public key to validate the identity of the change.
Voter roll database is provided to all parties, all county clerks, daily.
This will make it much harder for anyone to cheat by obtaining an absentee or mail in ballot.
