I think that story has been misreported. I could be wrong, but there is no possible way that energy costs will be capped at $15-$180 a month. People would run their air conditioners all day long! They’d do laundry during peak usage hours!
That proposed fee has got to be about what they charge for the access to energy, a separate line item on the bill apart from the price you pay for kWh usage.

The usage is charged separately-—The fees you name are monthly fees according to your income to pay for future energy distribution improvements.
