I know someone involved in such a project in NY City.

This person, who is otherwise kind, puts me off - like knowing and unrepentant concentration camp guard.

They steal from taxpayers in the name of government to bloat their own ranks, giving free housing, free medical care - and above all FREE HEROIN to addicts.

Its justified by all kinds of ridiculous slogans like “risk reduction,” “mental health interventions”

It strikes me as pure evil.

It's another cottage industry that exists not to solve or end a particular crisis or ordeal but to manage it while making big bank with contracts, that beget other contracts with various NGOs. Just like the border invasion, homelessness, "hunger in America" and other social concerns. Your spidey senses are tingling about that person you know - you ought to listen. Some of the worst people I've encountered in life have been involved with charity groups, NGOs that deal with social issues. All calm and kind on the outside, twisted on the inside. Freaking thieves, scam artists, perverts. Some of the worst that beg watching.
