Law enforcement in the USA have been granted letters of marque, except instead of those letters allowing them to seize the property of enemy nations, they allow them to seize the property of the citizenry.

This is a big racket for local and state police. They get a big chunk of all money they confiscate. Carrying a large amount of money isn't a crime. $50K isn't a lot of money if a person saved it over a long period of time. The police will take it from a person and then the person has to fight an uphill battle to try to get their money back. It's un American.
