You’re right...I was thinking of the select committees, but it is, as you said, based on need to know for them while the staffers (who do all the actual work) have to get cleared.
Kind of scary when you think that most the people running the country could not qualify to be a secretary in a Secret level facility.
Probably 60-70% of Congress and Senate could not pass a Top Secret Clearance investigation.
