I would have gotten out to help, but I cannot blame someone for not helping.

First of all, you have no idea what the situation is. Maybe you'll be stabbed when you step out of the car as well? You don't know.

If a car was stopped at 2:30am with their hazards on, I'm going to assume it was an UBER or some other sort of livery. Those drivers usually want to avoid attention of any kind, for various reasons.

Let's be honest. What could the driver have done besides keep direct pressure on the wounds? Drive the injured guy to a hospital? Perhaps. But again, bringing someone into your car like that when you have no idea what is going on is a risk many are not willing to take. Especially in that hellhole.
