The Left uses the same response at every level. The shoplifter is the victim and the storeowner is the perp. The assaulter is the victim, and the person assaulted is the perp. The 9 yo girl is the perp, and 28 yo adult is her victim.
Unless the perp can be tied to an evil oppressor group, like whites, or males, or Christians. Then they don’t just blame the perp, but apply collective guilt to every member of his group.
