“May qualify” does not mean an office holder is prohibited from announcing or making preparation to run for another office. The statute actually prohibits a person being a qualified candidate for two different offices if those offices would be occupied at the same time. You can’t be the sheriff and the tax assessor at the same time. As long as DeSantis is not running for governor and president with intent he will be doing both positions at the same time. He is not violating Florida statute

No it does not... Read it below. Can not be a candidate while in the employment of the state. Or even take part in a political campaign...

Hold, or be a candidate for, public or political office while in the employment of the state or take any active part in a political campaign while on duty
