Our whole weapon system acquisition paradigm is a bag of crap. Everything costs too much, takes too long, and fails to meet requirements. But the Military-Industrial Complex makes big bucks, and that’s what counts.

Pretty sure it was designed by the KGB during McNamara's tenure. It's absolutely insane. The core competency of defense contractors is strategic incompetence because it maximizes profits for them.
