Formal declarations of wars are way out of fashion.

WWIII has already started and the deep state / ruling classes of the USA is the instigator. Exterminating the American working and middle classes is among the war aims. But the goal is world domination, ergo provoke China.

Wouldn't care to live under the current Chinese regime, but at least that government isn't trying to exterminate their own.

Spot on. The US is under attack from several directions and not one of them will ever formally declare war. The attacks are designed to rip this country apart piece by piece until we are unable and unwilling to defend ourselves, the rest will be a mop up operation.
