The New York City-born former Prime Minister of the United Kingdom, Boris Johnson has said that he would not rule out a potential bid for the White House.
Alexander Boris de Pfeffel Johnson, who served as British Prime Minister from 2019 to 2022 before being forced to resign over a series scandals including being fined for hosting a series of parties in Downing Street which violated the very same draconian lockdown measures his own government imposed upon the public during the Chinese coronavirus crisis, is apparently looking for a second act in his political career.
While Westminster watchers have long speculated that such a second act would come in the form of an attempt to recapture his previous position as prime minister, Mr Johsnon threw a spanner in the works this week by telling the Spectator magazine: “I don’t rule it out,” in reference to a potential presidential run.
The former British prime minister was born in New York City in 1964 while his father, Stanley Johnson, was studying at Columbia University. In 2016, Mr Johnson renounced his U.S. citizenship in order to “ensure he is out of reach of America’s Internal Revenue Service,” with the United States being the only country, with the exception of the war-torn African nation Eritrea, that taxes the overseas income of its citizens.
The issue of the natural-born-citizen clause in the U.S. Constitution requires that a president or vice president be born in the United States, however, despite being born in the country, with Johnson renouncing his citizenship it is questionable as to whether he would meet the requirement.
Commenting on the constitutionality of such a run, senior legal contributor at Breitbart News, Ken Klukowski said: “Johnson is not eligible to run for U.S. president, although the question is amusing to political pundits.

Mr. Zindulka is quite wrong. In fact, the Boris Johnson case is a classic illustration of why the 14th Amendment does not make Art. II, §1, cl. 5 natural-born citizen. Let me explain. All too often, many U.S. citizens, and some courts, believe if your U.S. citizenship was obtained at birth without the need to go through the naturalization process later in life, you are a natural-born U.S. Citizen. Here’s the problem, like Boris Johnson, that opinion allows for dual allegiances, which is precisely what the founders and framers of the U.S. Constitution were trying to avoid in 1776, namely, British allegiance at birth in the American colonies.
Moreover, in general, in eighteenth-century legal parlance, ‘natural’ meant the opposite of ‘provided by statute’ (hence ‘natural law,’ ‘natural rights,’ ‘natural-born’). There is nothing natural about statutorily created citizenship at birth or by an oath after birth; the state bestows both.
Back when this article was adopted, under the exclusive-citizenship theory, ‘consent to be governed’ at birth was accomplished by the transfer of allegiance of the child’s citizen-father. After the 19th Amendment was adopted, again, to avoid dual allegiances at birth, both parents were required to be U.S. citizens before their offspring could be considered natural U.S. citizens at birth. This is precisely what one would expect if the founders and framers of the U.S. Constitution intended to combine the presidency (an elected position) with the Commander in chief of the nation’s armed forces (an appointed position).
