It was officially “neutral” in WWII, though it did have good relations with both Nazi Germany and Fascist Italy. More than anything, Spain tried to walk a tightrope during WWII (though some Spaniards did join some German units). Portugal was decidedly neutral (though it did lean toward the Allies, especially Britain).
