The new Maduro government sought complete power over the industry and drove out all the executives, managers, workers with experience and skill. He promoted loyalist with zero knowledge or training and the outcome was exactly what you expect. Production collapsed, machinery was not maintained, worksite injury and death skyrocketed. Their annual system load factor must be terrible if they have to actually take units off line during low load situations. Normally a system with a reasonable load factor could bring units down to minimum loading and keep them synchronized to the grid. If you had to take a unit off line it’s a fairy easy task to put the T/G on turning gear and keep the boiler warm. Could have it back on line in a couple of hours.
