This proclamation basically answers the only question I have concerning the mishandling of the sensitive information. The only way a person like this can have documents in possession not directly overseen, is with a scif. If he had a scif there would have been a log with people’s, even with his entry and exit, noted trafficking.
Access to SCIFs is normally limited to those individuals with appropriate security clearances. Non-cleared personnel in SCIFs must be under the constant oversight of cleared personnel and all classified information and material removed from view to prevent unauthorized access. As part of this process, non-cleared personnel are also typically required to surrender all recording, photographic and other electronic media devices. All of the activity and conversation inside is presumed restricted from public disclosure.
So Biden has been knowingly, thus illegally, misusing classified material restgrictions for as long as he has owned the area where the car was stored and admits to having documents stored unsafely in his possession since during the Obama administration.
18 U.S. Code § 1924 - Unauthorized removal and retention of classified documents or material
“(a)Whoever, being an officer, employee, contractor, or consultant of the United States, and, by virtue of his office, employment, position, or contract, becomes possessed of documents or materials containing classified information of the United States, knowingly removes such documents or materials without authority and with the intent to retain such documents or materials at an unauthorized location shall be fined under this title or imprisoned for not more than five years, or both.”
“(c)In this section, the term “classified information of the United States” means information originated, owned, or possessed by the United States Government concerning the national defense or foreign relations of the United States that has been determined pursuant to law or Executive order to require protection against unauthorized disclosure in the interests of national security.”
Trump, at least, had a scif built and operational in his home in Florida.

In a way, that is the point. The docs were not placed on his premises legally when he was president (would/should be a visitor log) but placed illegally when he was not president.
