My son was in the Navy 2000 to 2004, they were running computer scenarios back then for an invasion by China of Taiwan.
I had an Uncle (A true Mavrick who rose to full bird, served three stints at the Pentagon), he stated back in the 80's that they were working on various war scenarios for any imaginable potential conflict.
Yup, that is their job.

Stories like this are "news" when the writer wants to get an audience riled up. There is always an audience that wants to get alarmed over the threat of impending war.
