Joe is a LIAR there is not doubt in that. However, these recalled conversations are, I believe, significant symptoms of his advanced dementia.
People in later stages revert back to OLD memories and think of them as happening today. When my mother was near the end, she went back in her mind to a time 40-50 years earlier. In 2005, she thought I was her brother returning from Korea.

My mother had dementia in her last years. She would ask me about my grown sons, calling them by name. In the next breath she’d ask “Have you seen Mama?”
My grandmother died in 1964.
One time she went on to say “Well, she’s home. Daddy’s there too.”
My grandfather died in 1951.
Once she told me that her brother was living in her house, something that never happened.
In the case of folks with dementia, they aren’t lying; their brains are trying to make sense of things and they believe what they’re saying.
In Bidens case, I’m not sure where the lying starts and the dementia begins.
