He is correct. A digital passport is . . . wait for it . . . AN INTERNAL PASSPORT!!!
While it may have the bells and whistles of monitoring your carbon footprint, for those interested, and letting you instantly pay for EVERYTHING, underneath it all, it is STILL an internal passport, for which, presumably, various additional controls can be layered as the government sees fit.
Here, of course, geographical control isn’t so much the emphasis as is other forms of behavioral control, such as purchasing politically or environmentally correct stuff only, for example.
