Arizona Attorney General: Maricopa County Broke the Law on Election Day

Arizona Attorney General Mark Brnovich is demanding answers from Maricopa County election officials after a number of voters were unable to cast their ballots on election day. Maricopa is the state's largest county and 25 percent of vote tabulation machines were not working on November 8, causing widespread voter disenfranchisement. According to the county, 70 voting locations were impacted.
"The Elections Integrity Unit ('Unit') of the Arizona Attorney General’s Office ('AGO') has received hundreds of complaints since Election Day pertaining to issues related to the administration of the 2022 General Election in Maricopa County. These complaints go beyond pure speculation, but include first-hand witness accounts that raise concerns regarding Maricopa’s lawful compliance with Arizona election law. Furthermore, statements made by both Chairman Gates and Recorder Richer, along with information Maricopa County released through official modes of communication appear to confirm potential statutory violations of title 16," Brnovich wrote in a letter to Maricopa County Civil Division Chief Thomas Liddy over the weekend.
"According to Maricopa County, at least 60 voting locations had issues related to some ballot-on-demand (BOD) printers having printer configuration settings that were non-uniform, which appeared to have resulted in ballots that were unable to be read by on-site ballot tabulators," he continued. "Based on sworn complaints submitted by election workers employed by Maricopa County, the BOD printers were tested on Monday, November 7 without any apparent problems. Many of those election workers report that despite the successful testing the night before, the tabulators began experiencing problems reading ballots printed by the BOD printers within the first thirty minutes of voting on Tuesday, November 8, 2022."
The facts detailed by Brnovich were admitted by Maricopa officials.
Maricopa officials maintain they properly handled ballots that could not be tabulated due to broken machines and printer problems by putting them in a lockbox known as "Door 3." Those ballots ended up being mixed with previously counted ballots, making it impossible to know which votes were not tabulated.
"Due to the widespread problems in non-uniform printer configuration settings, many voters were unable to tabulate their ballots on Election Day using on-site tabulators. Instead, voters were instructed to deposit their ballot in 'Door 3.' According to statements by Chairman Gates, Recorder Richer, and Maricopa County official communications, 'Door 3' ballots were transported to Maricopa County Tabulation and Center to be tabulated by the HiPro 821 or Cannon G1130 tabulators at central count," the letter details.
"Maricopa County appears to have failed to adhere to the statutory guidelines in segregating, counting, tabulating, tallying, and transporting the 'Door 3' ballots. In fact, Maricopa County has admitted that. in some voting locations, 'Door 3' non-tabulated ballots were commingled with tabulated ballots at the voting location," the letter continues. "Further, we have received a sworn complaint from an election observer indicating that more than 1700 'Door 3' non-tabulated ballots from one voting location were placed in black duffle bags that were intended to be used for tabulated ballots."
The issues detailed by Brnovich could inhibit the ability to lawfully certify the 2022 midterm election results.
"Arizonans deserve a full report and accounting of the myriad problems that occurred in relation to Maricopa County’s administration of the 2022 General Election," he explains. "As the canvass is looming, and these issues relate to Maricopa County’s ability to lawfully certify election results – the Unit requests a response to the aforementioned issues on or before Maricopa County submits its official canvass to the Secretary of State, which must occur on or before November 28, 2022."
Meanwhile, Republican gubernatorial candidate Kari Lake has been featuring stories of voter disenfranchisement on her Twitter page for a week.
The Arizona Republican Party has officially accused the county of voter disenfranchisement.

While votes are still being tabulated in Maricopa as of this article’s publication, GOP gubernatorial candidate Kari Lake currently
trails Democrat Katie Hobbs by roughly 17,000 votes. The state’s contest for attorney general is even closer, with Democrat Kris Mayes
leading Republican Abraham Hamadeh by less than 900 votes.
As the second-largest voting district in the country, Maricopa County is where over 60 percent of Arizona’s population currently resides. With at least 20 percent of voting locations experiencing tabulator issues and Republican-leaning voters more likely to vote on Election Day, the misadministration of Maricopa’s elections could have disenfranchised enough voters to swing the results of either one of these elections.

As the issues raised relate to the county’s ability to lawfully certify the election results, the AG’s office is demanding that they receive the detailed report from Maricopa County before the deadline for the county to send its final numbers to the Secretary of State, which is November 28.
Eleven attorney observers who were covering the election also confirmed the problem and that it led to “voter suppression.”

Don't be fooled by anything the A.G. office does, as brnovich appears to be trying to do a smoke and mirrors trick on people to make it appear his office is trying to do something.
The current election is still being conducted under the 2019 election manual - created by hobbs. There is nothing in the manual (or the Arizona statues) that I could find, on decertification of an election. If the election is certified, as it appears the AG is willing to allow to happen, the courts is the only possible way to re-do the election, and we all know how the courts have ruled from the 2020 election.

Arizona is still using a 2019 election manual, because brnovich delayed trying to get hobbs to make changes to a 2021 draft manual until it was too late and a judge ruled against brnovich.
In chapter 13, the SOS has sole authority to certifty an election, after canvassing of the vote. All the canvas does, is verify the number of votes received, and for whom they were credited to.
While various places report that board of supervisors for various counties have to certify election results, THEY CAN NOT DISPUTE THEM - "The Board of Supervisors has a non-discretionary duty to canvass the returns as provided by the County Recorder or other officer in charge of elections and has no authority to change vote totals or reject the election results."
Likewise, while it is reported that when the SOS canvasses results before certifying the election, the governor, a.g., and if ballot measures are present, the chief justices of the AZ supreme court must be present, they play no part in the certification except the governor for ballot measures.
Thus, I don't believe brnovich is actually trying to do something to protect election integrity.

Don't forget that sore loser Brnovich railed against "election deniers" after he lost his primary to Masters. This is all Brnovich posing like he is going to do something. He won't do jack. The only recourse Kari Lake has is through the courts, and all the lower court judges are Rats or RINOs. It'll have to work its way to SCOTUS, and by that time, they'll say its too late to do anything.
2020 is the playbook for the Rats. If they can get the votes tallied so that they are in the lead, then nothing can undo it, no matter how much fraud was committed.

“Ballot On Demand” is ridiculous and a huge invitation to cheating from the software that prints the ballot to the printer settings and the paper used and poor training (cheating training) to scanners that read the ballots.
When we used commercial printers who printed the ballots a couple months before the election, such problems did not exist.
This is yet another Rat effort to make it easy to vote that enables their blatant cheating.
Make voting hard and all these problems go away and we can once again have (somewhat more) honest and fair elections.

The answer is — LOOK AT WHAT FLORIDA DID AFTER THE 2000 and 2020 ELECTION DEBACLES. THE ANSWER IS RIGHT THERE FOR ALL TO EMULATE.
BTW, France, with a population of nearly 70 million ( Greater than Nevada and Arizona combined ) is able to count their votes BY HAND and BAN MAIL-IN BALLOTS ( with stringent exceptions ) and able to produce the election results in 5 hours.
