During the Vietnam “War” in the 60s judges in the United States sometimes gave young men convicted of crimes the choice of going to jail or going into the army.

That was different, it was for rambunctious teen boys that seemed good kids that needed a drill sergeant and structure more than to be exposed to prison life, and it worked very well.

The Russians use actual hardened prison guys, real-life criminals, and felons.
