I see uses for these. Urban combat: these could be useful to get a squad up on a building roof without risking a helicopter, a much bigger and fatter target. These could then fight down the building, not up.
Also to insert FO teams on otherwise inaccessible places, ditto snipers, etc.

The US military would pay silly money for anything. Thats part of your total systemic breakdown. But this tech would still be available for more rational countries.

I can't think of a single instance where a really tall building would need to be scaled from the outside in a combat operation. That aside, you can use a grapnel on very tall cliffs by just shooting it from a mortar or using a rocket assist. Tall buildings are best scaled using cruise missiles at the base.
Modern tactics generally don't need this sort of activity.

Old infantry sergeants have been saying that ever since Philip of Macedon ordered really, really long spears. Seen as a boondoggle at the time, probably.
