China may soon start dictating the grounds of functioning in most countries in Africa because of the growing surveillance that it has created in the continent.
An astounding number of government buildings have been constructed by the Chinese for over 35 African nations. In 2018, a French newspaper broke the news of Chinese entities stealing sensitive data from the African Union's building in Addis Ababa in Ethiopia, according to a report in The Singapore Post.
Computers in the building were found to have rigged clusters of servers that enabled the data transfer back to Shanghai in China. It was reported that the whole process had been made easier to rig due to the Chinese authority's involvement in financing as well as facilitating the construction of the building for the African Union.
The incident led to widespread calls across the continent for a complete review of Chinese projects in various countries.
However, in a total contrary move, not only have Chinese projects in the continent seen an increase but also construction of government and ministerial buildings through Chinese funds have increased, reported The Singapore Post.

Key differences between China and previous colonization efforts:
1. China not limited to early 1900's methods of transportation, farming, infrastructure and building.
2. Chinese, being non-white, are "investors" and "immigrants" rather than colonists.
3. Chinese have less concern over human rights and self-determination of other nations.
4. Chinese have even more need to expand into other lands than did Europeans and Arabs.
5. China's engineered shortage of females further impels expansion and generation of mixed race people with loyalty to China.
Similarity:
Only one (possible): Colonization may be checked by defeat or reduction of power after a world war (such as many European nations).
Africa always wins.
This will be simple resource exploitation, and last time I looked, blacks aren’t a resource.
Well, if the population of China drops dramatically as it almost certainly will, they might consider....
It’s not like anyone else is doing a very good job of running things.
If they keep this up there are going to be a bunch of Black Chinese running around speaking Mandarin. Off topic but could happen.
China will fail. None of those points will let them overcome Africa.

IMO, the process may be the same as working in a big city school system; Sisyphus.
Fortunately I have been graced with much more knowledge of African and Asian nations, speak two African and two Asian tongues fluently, and have spent years in African nations and have seen firsthand as well as in native media the flow of Chinese into Africa like locusts.
So I am the last person that is going to be fooled by lullabies composed to assuage concerns about Chinese expansion.
Have not seen it, but I've heard it is a propaganda film that promotes complacency.

The Chinese will not be intimidated by “Chinese Guilt.”
Yeah, it does. It is a solid explanation of why everybody fails in Africa, and why China will as well. China isn’t magic, and they cannot overcome the hazards and the mentality of Africa. In a few decades, Africans will be in charge of the things the Chinese build.
Everything you said could have also been said about Britain in the colonial days.
So just stop it.
