If I could wave a magic wand my system would restrict any person from doing government work, elected, appointed, or hired for more than 12 years total, lifetime. And once you are out of government, you NEVER get back in.

Exceptions for military and law enforcement and those folks NEVER get to hold office or vote. That’s OK — a lot of folks would not vote in my system. You would have to demonstrate being a responsible stakeholder with a few years of service and having two nickels to rub together to cast a vote.
