“Organized Theft” in retail draws any who form a ‘gang’ and they learn from one another. These people will also hit rural malls and strip malls....they can clean out a store area of higher goods in minutes.
If we had good US Attorneys they would hit these people with RICO charges. You also need to go after the people who buy these goods and resell them at flea markets.
