The article finally tried to explain what "bait" in the title means. The moral of the story of the Durham trials is simple: jurors won't convict an FBI informer for providing the bureau a story that the bureau seemed to want even in the face of contradictory evidence.<.i> But I fail to see how "bait" means "a story that they wanted." "A smear story" or just a "smear" seems more accurate.
