It’s that Beatles’ White Album. “Why don’t we do it in the road?” That album has caused more murder and jaywalking than any album in history.
I have a backup camera on my car that is activated when I put my car in reverse and I sit with my foot on the brake until everything is clear. I cannot tell you how many times I see Amish people veer towards my rear bumper when the brake lights are on. They can be 10 feet away and they will rush and slow down behind my car, so close that the warning light beeps a solid red light until they pass. It is almost as if they are intentionally wanting to be bumped. I make a point to back in my spots now and encourage everyone to do the same.
They certainly wouldn’t be hurt but I am sure they would hire the law firm ‘Dewey, Cheatem and Howe’ for a surefire windfall.

As someone suggested, part of the reason may be because they are hoping for a lawsuit.
But I think an additional reason is a little power trip:
"See me? I'm walking here. That means you have to slow down. That means you have to stop. I have the power right now. You need to do what I say. Because I am in control. So, I'm going walk really slowly in front of your car. While I stare at you. So that you know who is the master now, and who is the slave. How you like that whitey?"
We're several generations in to teaching them from infancy that the world owes them a living, and that any attempt to impose on them a reasonable consideration for their fellow citizens is racist oppression.
They're raised by psychopaths to be psychopaths, and told that their psychopathy is praiseworthy. "Black" culture is terminally perverse.
