So his answer is to erase the protection from them by removing safe areas (cross walks) and increasing the target area by inviting them to step in front of cars at any time, any place?

And those numbers had nothing to do with color, just bag count. So this is nothing more than demonizing cars so they will ride busses and walk to work. Very transparent.

“Ending racial bias” = pandering to the criminal base of the Democrat party, in particular black criminals.
As someone suggested, part of the reason may be because they are hoping for a lawsuit.
But I think an additional reason is a little power trip:
"See me? I'm walking here. That means you have to slow down. That means you have to stop. I have the power right now. You need to do what I say. Because I am in control. So, I'm going walk really slowly in front of your car. While I stare at you. So that you know who is the master now, and who is the slave. How you like that whitey?"
We're several generations in to teaching them from infancy that the world owes them a living, and that any attempt to impose on them a reasonable consideration for their fellow citizens is racist oppression.
They're raised by psychopaths to be psychopaths, and told that their psychopathy is praiseworthy. "Black" culture is terminally perverse.
I guess they noticed, like we all have, that some of the public enjoys crossing the street any time, anywhere, glaring at drivers who do anything but smile benevolently.
This will result in more deaths of pedestrians, and an increase in the percentage of the ethnicity that crosses illegally, and accusations of racism and demands for equity in killing jaywalkers.
Glad I never plan to set foot in that garbage state ever again. The only reason will be in the airport going somewhere else.

I’m concerned that this new law might also give some people the idea that is is absolutely all right to enter the roadway to deliberately stop a motorist for nefarious purposes (e.g. carjacking).
Just guessing here, but white people hurry across the road with a purpose. Dark complected people with kinky hair saunter, cursing drivers who are forced to stop, often stopping to light a blunt?
