“The US gave a total of $18.6 billion of equipment to the Afghan National Defense and Security Forces (ANDSF) from 2005 to August 2021, according to the report. Of that total, equipment worth $7.12 billion remained in Afghanistan after the US withdrawal was completed on August 30, 2021. It included aircraft, air-to-ground munitions, military vehicles, weapons, communications equipment and other materials, according to the DoD report.

So the $7 billion referred to what was left of $18.6 billion given to the Afgan government, and unlikely to be usable by the primative Taliban. Material left at Baghram belonged to the US military, and was mostly disabled or useless at this point. I find it hard to believe that the other values came anywhere close to a total of $85 billion.

The $85 billion number is the one that has been widely disseminated, so that is the number I cited. Not being in the CBO, I don’t personally know one way or the other; so, I defer to them, and others who should know; and that is the number they came up with.
